I tried getting it as close as I could with my very limited knowledge of Blender. You do have to set your viewmodel_fov to 60 - 70 and you need tf_use_min_viewmodels to be set to 1. It only works with the rocket launcher and somethings are messed up and I don't know why.

I am willing to edit every animation there is to achieve this, please tell me

What I did was imported the animations. (dh_draw, dh_fire, etc)
Went into edit mode.
Selected everything but the root bones, and moved everything else to the right and forward.

I can try to make a video if you want.

I just did this today and all I have so far is all the rocket launchers and the shotguns. Tomorrow I might add the righteous bison, the banners, and possible the melee if you want me to.

How does this affect the spawn point of projectiles? For example the original typically fires the rocket in the center of the screen, when the typical rocket launcher is fired more towards the right. Does this modify the spawn position of the rockets on your screen, or do they stay in the same place?

Would it be possible to take stretched resolution viewmodels (4:3, 1024x768) and edit them to be usable on 16:9 resolutions like 1280x720 via editting

16:9 is not stretched it just shows more "stuff" on the screen, 4:3 can be stretched to cover full 16:9 monitor which is what the person below was talking about
