Correct.
Unsurprisingly a game released in 2007 does not use a DirectX version released in 2015.
Neither should you expect an OS from 2015 to come with a DirectX version from 2002 or even 2000.
I think the oldest pre-installed DirectX on Windows 10 is DirectX 10.

virgonalyRockztf2 uses dx8 and dx9so should I put in the dx81 thingy in the launch options?
your 2 best options are
-dxlevel 81 (dx8.1 aka the more stable setting for dx8)
-dxlevel 95 (dx9.5 aka the more stable setting for dx9)
depends on your specs/preferences which you use. I prefer dx9 because I have a decent PC and it's more up-to-date than dx8. dx8 wins you some frames and many people prefer the look. Try both, see what works. I recommend trying 95 first and sticking with it if the performance is fine
