I'm a soldier player and I've noticed as well as have had people tell my that my movement needs a lot of work and I was wondering what the best way to go about improving that is. Recently I've been playing a lot of jump maps but I feel as that isn't enough.
u cant really
just play the game it may or may not get better

Jump maps are great for getting comfortable with strafing and positions of rockets. Unfortunately, many jumps presented in jump maps are simply impractical for competitive play (as cool as they can be). I know several players who like to jump around the competitive maps to learn bombs and find out what's possible within the scope of a typical game. Other than bombs, there are certain types of nuanced jumps that are really important to nail down because they raise your survivability and ability to get through tight situations. Wall jumps through tight spaces, speedshots, pogos through tight spaces, and small rocket jumps just to name a few. Being able to do these consistently and quickly will open up more options and let you get creative as you gain more experience.
jump maps help your movement a lot. I'd recommend these maps in this order
Tier 2: summer eons
Tier 3: bomb above
Tier 4: stretch vanilla
Tier 5: legion

jump maps that focus on fundamentals are the fastest way, try to get really fast at maps that focus on wall jumps/pogos/double syncs, other stuff isn't important but improving at all kinds of jumps will give you better knowledge of movement in general. summer/bomb/blue side of annex are all good maps to try and get really fast at because they largely focus on mechanics you use in game, airstrafing/pogo/wall/syncs/speedshots
abuse jumping off walls, you typically want to jump directly to/from places and minimize the time you spend walking with your feet. unless you're bombing an enemy player you NEVER want to take fall damage from jumping. if you're just rolling out or trying to catch up to your team, or trying to escape from an enemy you want to avoid taking fall damage at all times. gunboats let you jump a LOT so you should abuse them, fall damage will reduce the number of jumps you can do, and if you're gaining enough height to take fall damage you're not going fast enough most of the time. obviously if you're bombing the enemy team you are gonna go higher and you will take fall damage, but the fall damage will be way less than what you'd have taken from the other teams scouts by going lower
a HUGE thing is getting to the point where airstrafing is just automatic, there are no good tf2 players that don't just automatically airstrafe to control themselves in the air at all times. if i get knocked up in the air i immediately start airstrafing to try and dictate my landing and i don't even think about it, just automatic. simply grinding jump maps and practicing will get you to that point, surf helps with that too but there aren't good surf servers in tf2 anymore
as far as ground movement goes, mashing a/d even on soldier helps you dodge hitscan, good scouts are pretty much gonna have 100% accuracy against you while you're on the ground but it can be the difference between taking 60 from a shot and taking like 30, opposed to just walking in a straight line or doing long pattern strafes. as a general rule you want to avoid playing ammomod in actual games and engage enemies primarily by jumping, obviously there are exceptions like in a super tight hallway or while you're capping a point

do ammomad on scout vs a soldier, learn to walk places without looking, get good at dodging and don't use your mouse to move everywhere, use your movement keys while your mouse is pointed at the target

also might wanna try to watch some med povs if you're desperate, most good meds have good movement because surviving is so important

Play jump maps best way to improve movement as a solly
That new, or I think it’s new, map that’s been on the NA East Tempus Beginner server recently jump_eight is almost purely movement based. Just run that a few times and it’ll give you a solid shake up. Easy map, more of a movement parkour - especially the bonuses.
Bhop and walking around maps backwards or setting a time to be at a certain area of the map with specific jumps through tight areas helps alot
Personally I liked to watch demos of players and slow down their movement in fights to try see if theres a visual cue to why they move a certain way

Honestly ammomod movement can be and is very useful so definitely do that, also noslplash
i employ trick to look at wasd movement keys at all time i track my movement very welll have probability list of succession movement based on enviroment package as image for reference in future game...very effective for dodge but not kill for kill i go kill practice
anoather trick is rebind rotat ur keys wasd -> asdw and this way enemy confused but you win
anoather trick is play soldier
