I live in Africa and I wanna get in a comp team.. I have bad ping like 82 most of the time so if u can help me that would be awesome
I'm not aware of any North-African TF2 communities, I would assume everyone just plays on ETF2L, you could try doing that as well.
I suggest you start a recruitment post on ETF2L (log in, go to Team Admin, Recruitment, and fill the form) and start playing some lobbies on TF2Center.
82 ping is a bit bad but it's not the worst if it's consistent, you could get used to it.

I played with 80 ping when I was starting out. If it's all that you're used to, you'll be fine. Maybe play a hitscan class (scout) instead of projectile classes (solly, demo), but if you're just playing to have fun, I wouldn't sacrifice picking one main over the other solely because of your connection.
in america most of the matches are held on mid west servers, and occasionally east coast servers. I live on the west coast (and I usually play soldier) so I have had more games than not on over 100 ping. It is challenging to get used to initially, but its not impossible. Ping advantage plays a big part in 1v1s, especially between projectile classes, but positioning and timing can still make you a valuable team member. Good luck man.

Also since your profile sais that you're a spy main you might want to look out for the Highlander format, where teams consist of 9 players on each class. The more popular format 6v6 is usually played with 2 scouts, 2 soldiers, 1 demo and 1 medic on each team, you can obviously try that out as well but if you want to play spy, highlander might be better for you.

I would, personally having high ping made it impossible for me to enjoy playing soldier for 2 seasons in a row at any time, I always felt like I needed a break from being at a pretty considerable disadvantage compared to most players (especially vs scouts because of how much control they have over their movement).

There’s a few asian tf2ers who have managed to play at the top level of au prem with 100+ ping, playing as scout, such as aishou and teejay.
I believe hsr (another asian tf2er) has also played au prem pocket with 100+ ping.
Harder but not impossible.
