It's arekk hud but it was leths version of it, except another thing that was changed on it was the buff color and damage account color. So I decided to recreate it, here's the link. https://www.dropbox.com/sh/u3klsop9ft0yh3j/AADfr-Bh-Xolb7XhZa3smbpca?dl=0 If you want it to look completely like the one in the vid you would have to remove the fonts on the hud.

Looks the same to me unless AMP slightly changed the outline himself. Send me a PM on TFTV and I can make a different outline that suits you better :)

for now I took a random guess and thought maybe the outline seemed thicker on stream so I made a version with a thicker outline
