7870 ghz would be a good choice for a bit under 200, but if you could stretch up to around 250, I'd reccomend either the gtx 760 or the 7950.

also 450w is fine for a titan. I was recently looking at building a PC in an itx case, the Silverstone SG05, and the largest capacity SFX PSU you can buy is 450w. There are tons of people who run 780s and titans off of those.
