guys, seriously...does anyone know if HRG is bringing a backup to i49? Please, this is important
this looks like thenoids particle tweaks, there was a time when all of competitive used them... I do believe they no longer work on pure servers
i really liked it, the single criticism I could give is that the in-game is too loud during the first track, the 2nd track matches fine though

I found that long ago, those few moments during which I was good at sniping, was in large part due to my obsession with insta-gib in QL. My first fps was ut2k3 and all I did was insta-gib. When QL came out, all I did was insta-gib, it isn't the same thing at all as sniping heads in TF2, but it certainly hones your aim.
To make a point, you can't use another game to warm up for a different game. I'm not advocating that. Don't think playing some insta-gib for a few hours before scrimming or a match will make you better. But the skills you learn in other games, specifically what QL can teach you in regards to aiming, will increase your value as a player in all FPS games in the long run.
To your specific case, I have found that often players who are excellent at sniping other snipers and not much else, tend to have a really really low sensitivity/are not used to aiming at things mid to close range. So that may be a problem you wish to address. If this is your problem, try putting yourself in situations that force you into sniping in those scenarios (pubs or whatever can actually help to that regard) or consider changing your sensitivity as a last resort.

glad it helped, make sure you have a key bound to net_graph 3 so you can sporadically check what your interp is, and make sure your other rate values weren't altered. Many times I'll join up and feel like my rockets are swimming in water, then I check the graph and see that my interp is funky due to the rates being changed

I got 99 problem and interp is all of them.
Anyway, interp is reliant on your other rate settings (cl_cmdrate, cl_updaterate). I find that for some reason, despite not having any change to these rates in any of my cfgs, these values will be changed on their own. Depending on what they are changed to, they will not allow interp to go below certain values.
So set both cl_cmdrate and cl_updaterate to a value of 66. This should fix your problem or I aint blood rawdog sire.
edit: further explanation, usually these rates are halved for me, defaulting my interp to .05 ...I use cl_interp_ratio 1, cl_interp_ratio 2 (as you are using) is likely taking the same issue and raising the .05 to .100ms
