If someone turns up in the Tribunal 8/9 times, there's obviously something wrong.

To even get in the Tribunal you have to be reported by the people you play with a large number of times over a period of time. And most people who actually judge in the Tribunal are extremely lenient. The fact that he was punished 8/9 times and did not change his behavior...well, that warrants harsher action.
