Three things working against us here:
1. We don't have a single unifying body (read: Valve) putting their foot down and saying "Alright, this is what we're going to be doing from now on, get in line or get outta the way". So anything we come up with is not going to be 100% definitive.
2. Each region will have their own beliefs and traditions that they'll want to hang onto under a unified ruleset, while nobody will get everything they want, it would be easier to be able to give most of what is desired to make the transition easier.
3. We have to take the average viewer into consideration, we can build the greatest ruleset for playing, but if nobody watches, it's not good conditions to make a good eSport.

Working with the first two considerations (because Twitch John is the one to bug about the specifics of #3).
The ideal ruleset at the moment is the one that gives enough game action for a time frame that maximizes the size of the audience and playtime, while allowing for each region to make their case that their unique features are the best. Then once we have a season or two under that, we go back and hash out the differences to make the World Championship rules when that becomes viable.

So, here's my pitch, mostly using the data I picked up from the poll I did a couple weeks ago, a bit of intuition and a little bit of Sun Tzu for good measure.
Common:
One Map, Two Halves each. With a time limit per segment designed to fit the entire match into an hour or so, 90 minutes on the outside limit.
Unique:
ESEA can run the halves as they've always done, while ETF2L could treat each half as one map and score it as they've always done.
All leagues can also use their own unlock philosophy, but ideally everybody uses the same philosophy when it comes to Mediguns. Since that is Comp TF2's best feature (at least in my opinion, I am a Medic main after all ^_^" ).
Match Scheduling:
It occurs to me at this point I forgot to ask this in a question (oops), so pure intuition/fantasy here. Ideally there should be no more than three time slots to run matches per night, the first two slots have the majority of the matches, and the last one as the "Main Event". So if a casting organization wanted to it could cast three matches and have a good variety to build the Undercard with.
EDIT: a tl;dr - I mixed and matched the rules based on what a lot of you voted for, while taking some stuff like viewership into consideration as well. It wasn't rocket science, but I think there might be Calculus involved.
