Oh!Edo Towns by Kairosoft for iOS and Android is pretty cool, although I only played the demo. tl;dr historical Japanese Sims.
Kairosoft also has Game Dev Story which I also liked (based on the demo alone). I think the majority of their games are sim-like, actually.

I'm going to because in all likelihood they did not receive permission, and because the Artwork feature is for original content. You don't have to, that's your choice. You won't convince me to follow suit.

You can do whatever you want to do, and so can I. What I want to do is spread awareness that people are not entitled to use any image they find on the internet in any manner they please, that art has value, and that the artist has value.
That's making the assumption that the artist doesn't care, which you can't know unless you ask them. I would care if someone uploaded my work, and regardless of what any party thinks, the Artwork feature is for self-created content which is inarguable.

#16 I notified Big Green Pepper of that upload, and it was clear that BGP had not given anyone permission to upload their work. Credit makes it loads better, but the lack of permission and ignoring the user responsibility to only upload original content is still there.

The thing is, that checkbox and the words next to it equal one short, easily understood sentence, whereas Terms of Service is a lot of shit most people don't or are unwilling to try to understand. That doesn't make one more right than the other, however.
Understanding fair use vs copyright infringement and adhering to the rules is a huge part of business in the real world. That is my realism injection.

They probably both google image searched for "Dota 2 heroes" in their respective languages and uploaded artwork they thought was cool to feel like they were giving back.
That doesn't mean the artwork should stay up. Ignorant theft is still theft.
