That's a background element for some random element, probably score/timer. Check out your scripts/hudlayout.res, resource/ui/controlpointprogressbar.res, and resource/ui/hudobjectivetimepanel.res files to see if there is any random timer BG element you can set to "visible 0."
By the way, whats the hud? Maybe if you upload it I could check out further.
I'll have a look, it's an updated pvhud that wiet uploaded somewhere on the forums a few days (weeks?) ago with a few of my own personal changes.

STOP BREATHING THROUGH YOUR TEETH or whatever the THHHHHHHHHHHHHHHH is in between rapid calls, I've only just realized how much you do it after piecing together the cast to upload.

yttriumSTOGEAlso the sens and stuff is the same in both games, it wouldn't exactly hurt if you just played the CSGO onesAiming isn't the same though, just sensitivity and looking. Weapons have kickback/recoil in CSGO, they don't in TF2. Big difference in aiming.
But you're mosty just flicking and shooting once, regardless there are commands to disable recoil.
