if I had to guess it's just a combination of the gif being tiny (it's 480x270 being upscaled to 1214x683) and not originally having No Level Of Detail checked
I took the original gif and made my own VTF and this is the quality of the same image you had at 1280x720:

Do you have the No Level Of Detail option checked in VTFEdit when you make the VTF? this (to my understanding) prevents your TF2 graphics settings from affecting the quality of the VTF
