If Left 4 Dead 2 of all things can manage to stay on ESL Play, then TF2 will be just fine.
ESL Play doesn't do PUGs, but they do ladders and cups.
So from what I can tell, there are three tiers of ESL Play cups: Open, Major, and Pro.
Open is mainly for community-run cups and small events with pretty much no prizes
Major indicates that there is a reward of some kind, whether that be a seed into a major tournament or just straight cash
Pro indicates pretty much what you think it does

The Samsung 13.3“ Notebook 7 Spin is a pretty alright at $590 and sports most of the features on your list. However, battery life is apparently not that great, so that might be a huge turnoff for you.
The ASUS Zenbook Flip UX360CA-UBM1T is another pretty cheap laptop at $528 and sports almost all of your desired things. However, it uses Mini-HDMI, so if you want to hook it up to a monitor, you'd need a mini-HDMI to HDMI cable, or just an adaptor. Or use USB-C if you're into that. And it also runs an m3, but apparently that processor can handle games really well and it should be able to run Quake Live well.
The Dell Inspiron 7000 is a bit more at $720, but has a way better processor, full HDMI port, and apparently decent battery.
keep in mind this is just some quick research and you should also do some yourself to find what best fits you :)
Also what size are you looking at? You can find plenty of decent laptops that meet your credentials at 15.6', but things can complicate with smaller sizes.
