I think the audio shouldn't be muted for the broadcaster, so the broadcaster can actually review the video for copyrighted content. Youtube does a similar thing; even if your video is blocked worldwide, you can still view it on Youtube.

From what I hear, Japanese record labels are worse than the American ones. They don't even put full music videos on Youtube.

dashnerWould it pick up ambient music that might be playing at a LAN venue for instance? That's pretty important to know for me going into a production like i52 or GXL.

That's what they said. It's terrible. The whole idea of muting any part of the stream is terrible.
But they pretty much had to do this. I believe Youtube has deals worked out with record labels to give them all ad revenue for copyrighted songs in videos. Twitch most likely doesn't.
MunchFor real though, copyright law has been a complete joke for a long time. Hope this causes people with influence to actually do something about it.
