Happened to me a handful of times but I've read about it before so I knew it was sleep paralysis. I was only able to nudge my head a bit but I started to regain control after a minute or two.
ConkyDriving a shitty car helps a lot too, cops always target the cars that look like they're fast.
I used to go to school with a guy who drove a lowered honda civic and he would complain about being pulled over like once a week.
I used to drive 40 k/h over the limit everyday to work and never got pulled over, I assume the cops see my car and think something like "let's not bother, this guy probably hates his life enough already"
It is quite the opposite. If you car looks shitty/dirty it tells people that you're lazy and don't maintain your shit meaning you're more likely to have issues with your license/registration/insurance. This is how cops think and you'll get nabbed if your car looks like shit. Don't have to be crazy just keep it clean.

On a sidenote, cops don't need any evidence if they can get you to admit you were breaking the law. This is why they ask you shit like "do you know how fast you were going?". It's not an innocent question, they're trying to get you to admit. Always play dumb and say you have no idea. They might try to guilt trip you with a "oh really? you really don't know how fast you were going?" Don't fall for it, keep playing the dumb card. Ideally you wouldn't say a single word to a cop but that can rustle their jimmies so learn to talk without saying anything.
Also, if you must speed, get another speeder to trail you so you only have to outrun the trailer and not the cop. (The maneuver in action.)

definitely possible with a sourcemod plugin and I think it wouldn't be too hard to make. could implement it in pugchamp or something
23, I think a more elegant fix would be to give ownership of the last capped point to the other team when the timer hits 0. That will deny turtlers forward spawns and forces someone to go back and cap giving the other team opportunity to gain ground. Resetting the entire round would disrupt the flow of the game.

imagine a game being played for a billion dollars. no team would not park the bus when they are up rounds. it would devolve the game into a turtlefest. while games aren't being played for a billion dollars this thought experiment does reveal an inherent flaw and something the devs should address.
