AthletickI had a friend who played on 4gb for a long time and when he upgraded to 8gb he instantly saw a big difference. So I would say that is probably the biggest thing holding you back. Dual core is also probably not helping you either since tf2 is extremely cpu based. My recommendations would be play on lowest res, dx 81 as said above and turn off match hud.
i dont think he had hardware this old, this guy has ddr2 ram and a cpu that i use as a keychain
your friend might have benefitted from dual channel memory mode adding a second 4gb stick of ram

dont expect this to be above 30fps unless youre doing 640x480 and dx 81
