Do you use virtualdub to mux the image sequence and audio into an AVI container?
Use virtualDub's external encoder feature instead (the 1.10.3 beta). It's going to have the latest encoders. Handbrake is still using old versions of x264 and there has been encoding improvements in the later versions, especially for the new AVX2 instruction set.
And then there's the choice of AAC encoders. QAAC/NeroAAC/FAAC. Pick your poison.
For an mp4 muxer, mp4box is the solution.

smakersThis is quite normal... Your new hardware doesn't have compatible windows generic drivers. What's the make and model of your new motherboard? You really should only need to hit the manufacturer's website, download SATA drivers for your board, and throw them on a thumbdrive. In Windows setup, there is a place where you can specify drivers to use. Point it to the thumbdrive where you've stored the driver files and it should work like a champ.
this. If windows 7 you can load drivers when you get to the disk partition/formatting menu. You'll be looking to load an .inf file.
SATA mode now a days default to AHCI/RAID mode. If you don't want to deal with loading drivers in trade off for features like hot swapping and NCQ, you can set it back to IDE mode.

slow it down by half, so it becomes 30fps and 60fps. Not framerate conversion, slow the clip down like slow motion.

do you have access to MSDNAA from a college/university? You should be able to grab free licenses for XP and 8. Then you could run virtual Machines and test to your heart's content.

If you can get sm running again, "sm plugins list" will show you all loaded plugins and return any errors into console.
