Would it be possible to use a video recording to determine if it's a software or hardware issue?
For example OP records game play using OBS in software encoding and lets say the video shows no random flickers. Is it safe to conclude a hardware fault from that point?

Try the lossless codecs mentioned above. Find whatever decodes fast enough for vegas.
