I forget what review site had a nice experiment about bottlenecking. But basically they benched a high-end intel cpu with a configuration of regular/tri/quad-SLI nvidia graphics cards and the benchmark showed a clear bottleneck which was indicated with near zero fps gains between the SLI configurations.

Though I still have a tough time getting my mind around this concept of 'bottleneck'...How can you even diagnose one without having to upgrade/spend money. Most of the times I see it used, it's just a moniker for "slow cpu".

Smell it, if nothing. try jump starting it, make sure to remove every component except for a fan/low risk parts.

If it wont jump start, you now know for 100% your psu is dead. Prepare to purchase a replacement.

150CAD is a great price imo. If you can ask the buyer, make sure there aren't any high pitched noises emitting from the monitor. This could indicate failing capacitors.
