because we have less players because we live on a couple of rocks in the middle of nowhere with a total population about a 12th of america's alone, let alone canada and other nearby countries
this is why etf2l and ozfortress will always be better than esea for everyone who doesn't regularly win invite. Not going to say sandbagging doesn't happen in ozfort, but if a team of ex-prem players signs up for a season and they are considered among the top 8 teams at the time they'll be put in prem, no matter how little they claim they're going to practice. eg tommunist's meme team with bulk permanently demoknighting or offclassing last season (which still won some matches iirc)

I led an open team to mid intermediate last year so I have a bit of experience with this. Essentially, maincalling is keeping track of in game advantages and making calls that increase your advantages while minimising the effect of the disadvantages you have.
The big advantages in this game are uber, player and respawn (and health, although that's usually something you keep track of in fights, not something that lets you engage). Keep track of those and try to use your team's advantage in one area to create an advantage in another, or trade it to gain ground or capture an objective etc.
If you're at a disadvantage in some way try to work out how your opponents are going to want to take advantage of it, and try to foil their gameplan -- eg if you have player disad, they're probably going to push and try to capture the next point, so for example sometimes sending a flank player behind to threaten a backcap can completely negate their advantage if done correctly. More often though it's just better to give up the point so that you don't get snowballed into giving up more advantages to the other team.
Another aspect of maincalling involves making sure your teammates know their roles. I'm pretty sure many open players aren't too clear on that so going through it might help -- eg your demoman usually needs to be looking forward dealing damage to the main group of enemies, your scouts clean up shit, deny bombers and get buffs a lot, your roamer watches the flank and stays alive until it's a good time to go for a play and so on.

make sure your windows update service isn't taking all your cpu cycles that happened to me a while ago and I was tearing my hair out trying to work out why I was dropping to 90 frames

that doesn't help people who don't use those settings (eg if you don't want to run the risk of getting banned from your league if a match demo gets deleted) so there's no need to be a massive ass when someone's made a helpful tool for the community
remove the ability to make balancing decisions from the current tf team and anyone who has never played competitive tf2 (highlander does NOT count) before
change the default playercount on pubs from 12v12 to 6v6, balance everything around 6v6 everywhere, rework all broken weapons, actually skill-index pyro, engineer and heavy, remove or rework the majority of valve 'official' maps so that they aren't cancerously bad, nerf sticky traps and buff offensive stickybomb use, explore other measures for mitigating stalemates at high levels
then announce a valve major
