Chat in lobby is an in-game issue, not the custom huds problem ( same problem in yahud ).

That's a screenshot of my HUD. I've managed to change the font size somehow, I just can't remember how. I believe Whahay is saying that it can be changed, but it doesn't scale very well. I'm not sure if that matters though. Let me look into what I've done and I'll get back to you.
Well, you should have tf_english.txt, otherwise your game wouldn't display text correctly. Be sure you're checking in tf\resource and not tf\custom\<where your hud is>\resource

Find TF_ball, and you'll find all the others as well.
I think the in-game lobby chat text is in lobbypanel.res, although I could be wrong. You may have to change the font itself in clientscheme.res, I honestly can't remember off the top of my head. I'm sure someone actually remembers.

Falcon0408Clan of Doom's Toy Fort server (EU) is awesome.
I'll back this up on the player quality. A very interesting level of play, it's way above your usual pub standard. It's just a shame Toy Fort maps aren't balanced at all.
I've been playing on a server known only as Joey Buttz's Server #1, I have no idea how I found it but it's brilliant, except when it starts putting bots in the server because it's late.

StaticVoidFirst off, I need to know how to change popup notifications for health pickup (health packs) and metal pickups (as engineer). I do not know which file to look at for this and would like to be informed which one it is.

StaticVoidSecond, this is an issue with notifications such as Marked for Death, Bleed, and Milk images. My HudPlayerHealth.res (contains these values) can be found here: http://pastebin.com/xHBdjdX3
The notification icons are attributed to the health cross, I believe. I may be wrong, but I've noticed in every HUD I've edited, the icons follow where I put the health cross. By moving the health cross 9999 units away, you've also moved the icons with it. Try "visible" "0" on the health cross and place the health cross in a more suitable place nearer the health text.

I wish. I have a Collector's Original and Degreaser and the fact they look the same as their normal equivalents despite the amount of effort it takes to make them is disappointing.
