this might sound silly, but i had a similar odd problem where i couldn't finish downloading files. it happened most often with csgo. turns out i had a bad stick of ram that was causing the download to fail.
run it with 1 stick in at a time so you can easily tell which one is the bad one. hope it helps.

STV's being private is vastly important imo. it keeps the server safe from being DDoS'd.
