14. Bios options
if you are uncomfortable doing this it isn't necessary but i have i haven't got much knowledge on Intel processors but the majority of things stand you want to disable any automated features and also you want disable things like cool n quiet and automated CPU cores this will mean that your processor should run at its best all the time

Why turn off cool n quiet ? , the only thing that can increase fps in bios is overclocking

You can also try process lasso it has a high perfomance power plan which seems to be slower on my laptop then then the normal high perfomance power plan (5-3 fps difference ) I tried it on my old laptop which has a 2 core CPU ( 4 with hyperthreading ) and settting other applications and programs to not use core 0 gave me a small fps increase ( might cause dropped frames for streaming ) and setting TF2 to not use core 1 so it only uses core 0 and core 2 and core 3 also gave me an fps boost. also gave a small fps increase.

. download process lasso at https://bitsum.com when the install is complete you can configure the startup , go to options click configure default CPU affinties and type in process name *.exe and uncheck cpu 0 and click add to list then type again in process name hl2.exe and check the cpu 0 if it's unchecked and mess around with other cores to see what gives you better fps.

try them and see if they increase fps i wouldn't add them before doing that.

5. Parked CPU Cores

run the program then select check status wait till it identifies parked cores then click unpark all

You can leave your CPU cores parked , i tried and when i have TF2 open they get unparked and tried benchmarking and no increase in fps , maybe you will get a increase in idle temps ? i don't know i reinstall windows alot and sometimes i unpark and sometimes i dont.

4. Desktop and walpapers
Use solid black colour as a wallpaper and no desktop icons each icon reduces about 1 to 2 FPS

Solid Black colour wallpapers gave me 5 fps boost on my old laptop.

11. Personalisation
start > control panel > appearaance and personalisation > personalisation
choose: desktop background solid colours, windows classic (apparently not on windows 10 however im sure you can download a classic theme online), No windows sounds(slight fps improvement some people prefer this on), Screen Saver None

Installing a classic theme for windows 10 will not increase fps.

9. Nvidia MSI-Mode
1) computer management > device manager > display adapters > nvidia > right click on properties > details > hardware id's here you will find your GPU ID to use in part 2
2) regedit > HKEY_LOCAL_MACHINE\SYSTEM\currentcontrolset\enum\PCI\GPU ID\GPU ID\device parameters\Interrupt management
3) create a new DWORD 32 bit value named MSISupported and set it to 1
This links the CPU and GPU allowing for faster responsiveness

Some GPUs already have this and i tried it didn't make that much difference in fps but i would try it because i didn't get any problems with it.
