E-thugIf its a logitech mouse you can contact them and explain your issue. I did this a couple years back and got a new mouse for free. Didnt even have to send in my old broken one.
EmilioEstevezLogitech are notorious for this problem although they are very good with replacing broken mice. I used to go through a new Logitech mouse each 6-12 months but I just got bored/annoyed at sending em back all the time and bought a Zowie about a year ago. The cord seems much stronger and I've not had an issue so far.

They tend to do that yes, but it seems Logitech fixed the problem with the G400s. At least mine works fine for almost a year now

No fucking need to buy a 600W PSU. More wattage doens't mean better. Keep the rest, it's a good build.
I'm using the Superlux HD681 with the Zalman clipmic. Paid like 40$ and got better quality than with my old Siberia V2 which cost twice as much.
I would also go for a Asus Xonar DG/DGX soundcard. It is definitely an upgrade over onboard sound and only costs 20-30$.
