tf2center is alright for highlander, but it's just as bad as lobby for 6s. Every game will have either permanent offclassers or intentionally throwing players.
Only time I've really enjoyed pugging has been inhouse games

Since it sounds like you are missing skybox textures from badlands for some reason, maybe try verifying game cache? I don't think that is a map related issue, besides that it uses those textures
