Now, my first clue I managed to drag up was this template:

But we need to go deeper!
Now, I found that the flags were sorted alphabetically; However, Zimbabwe, the lowest country we could choose, was 6 flags before the mystical pirate flag.
However, Wintersun's flag (Canada; providence of quebec) was actually closer! Only 3 flags ahead. So, from this I must generalize that this flag was added quite recently. It has been referenced as 'flag xx' while other flags, such as zimbabwe's, was classified as 'flag zb'

Interesting to note, Enigma's profile displays a blank in place of the country: slot, so it is hidden... A hidden choice, perhaps?
It's a single png that has all the flags. CSS defines the exact position shown, and since the size is one flag, you can store all the flags in a single file and just change the background-image x/y. I know enigma added the Quebec flag when Cinq offered $50 for i46, and has added more at request or whatever other reason. Not much of a mystery. Still pretty cool that someone will do that for you. Also, if you know how to edit post data requests, you can choose it too like I just did (since there's no verification check).

Do they lock it for reasons like the Phenom II series? I got a x3 and the 4th core was locked because it was unstable (though sometimes they all work). Or do you mean locked multiplier?
This is probably the only thing that's really killing comp TF2. What a disappointment.
How many people can actually get that level of graphics with playable FPS?
forksimo the two bars on the far left, upcoming events and latest articles, are redundant and add needless clutter. The content doesnt change as often as forum activity or the live streams, and they're prominently featured on both the home page and the bar on the top.

Time spent on the homepage for most users is really small though. That being said, new articles could probably use flair so that people will click on them since I can never tell if they're new (<24 hours old).
The poorer you are, the easier it is to get money for college. Seriously, there are so many public and private grants thrown out. It's much more worrisome if you're in the mid-class where they make your parents pay quite a bit (but still, just apply like crazy for scholarships).

I thought the soldier had spotted him since he cloaked late, but the soldier didn't shoot at him and the scout did well after he had moved away. That's the weird part to me at least.

Because it's slow to get anywhere (time is important). That being said, there are still plenty of times you should be using it.

I am very confused, not going to lie. It was a funny video none the less (being useless offclassing yet not dying, I've been there once), but I can't figure out what the random shooting was for.
