5. No change at all? Takes a while usually. It's important that the monitor is connected before you boot. Did you use DVI?

yes when we test stuff to fix it.
otherwise we use the integrated graphics to navigate around.

There's a number of things you can/should check:
-Check the x1 slots with an x1 card if you've got one and the x16 with something other than a GPU like #2 already suggested. Anything goes as long as it's PCIe.
-Check the PSU. Wouldn't be the first time they forgot to connect the cables. One missing jumper and the GPU doesn't see a full 8pin and won't power on.
-Boot with a monitor connected (preferably DVI/VGA) to the GPU not the iGPU. I know for sure that the 7970 (and therefore the 280X, since it's just a rebrand) does this: Without a monitor connected it won't power on. Fits your behaviour just like faulty PCIe power connectors (see above). PCIe slot in use, but device not active.

2. it's called "speccy" I don't know how good it is but it was pretty alright at monitoring cpu temps.

wrechedddddcheck to see if there are any debris in the slot of the mobo (unlikely but possible) use compressed air machine or can just to be sure.
does he have any pcie x1 expansion cards such as wireless adapters or usb cards or sound cards? try those in the slot to see if they are detected.
sounds like bad slot which is uncommon but definitely possible.
ill take my air can and extra sound card tomorrow and let you know then.
I spent today helping a friend build a computer.
Everything works fine and all, except for the graphics card.
its plugged into the pci e x16 slot, and has the correct pci power and all fans are spinning as usual, but computer isnt detecting it. Both cards (r9 280x, and a gtx 960) work great when we put them into my desktop but nothing happens in theirs.
I went into the bios and changed the video settings to use PEG as default instead of onboard as i though that was the problem, but it didnt change anything. I looked at the pci slots in the motherboard and its even saying something along t he lines of (Slot 7 pci e x16 ----> empty). Both AMD drivers and geforce claim that there is no GPU installed either, aswell as nothing showing up but integrated graphics in device manager even with the hidden ones enabled. I dont think its a power issue, we're using a 600w psu (corsair cx600 i think) and a 600w is enough to power my much more powerful build.
Their motherboard is a intel dbz68db, with a 2500k and we're testing a r9 280x + a gtx 960
Onboard graphics work fine, but we obviouisly need the gpu to work. If i forgot to include any information please let me know.
i used a 2013 deathadder for a year, and ive been using a FK1 since november.
In general i like the zowie more. no drivers, heavy clicks, easy to use, but the ambidextrous mouse buttons are a litttle awkward. im sure their right handed mouses would fix this issue.
the deathadder was a very nice comfortable mouse, but razer synapse drivers frustrated the hell out of me and there was tons of issues i had with it (Dpi would never save its settings, buttons would stop working, sometimes my mumble push to talk would shut itself off if i was also pressing mouse1, it would just stop working if i lifted it to reposition) until eventually the mouse would only turn left. never right.
half the people i know have tons of problems with either the mouse or drivers but the other half swear by it so i guess its a 50/50 gamble.
id reccomend zowie.
edit: oh also the rubber grips on death adder fell off within a month :(

Red_Backwards as in like reversed as in they need to have their positions swapped
or as in they need to be rotated cause I rotated sides a few times
backwards as in rotate them around so their labels are facing up
Red_I've tried rotating all of them a couple times to see if that was the problem...I'm about to giveup and just take it to a store and have the guy do it. Sad stuff

well im not a computer expert but I think you may have your power and reset switches backwards, going off the mobo manual on page 1.
can you take a better photo of your single pin stuff? maybe that's not done properly.
