Not sure if you really need 16GB RAM, but on the other hand the only thing dropping down to 8GB would do is enabling a Fury instead of a 390X (you'll see) and I'm pretty sure either are overkill.

It is going to be my computer for literally everything, gaming, school work, watching shit. I really want to be able to get enough frames in TF2 that my 144Hz monitor will be worth something though. Other games I play are CS:GO, Rocket League, DayZ, but I want to get good frames in anything really.
Edit: OH I also would like to be able to twitch stream, but it isn't all that important if it will significantly bring down the quality of the other things I care about.

Ok, I'll go a little more in depth about the whole Z and K overclocking shenanigans.
First of all Intel is not your friend, Intel doesn't even like you. Intel likes your money. So if there's a way to get more of your money they'll use that.
That's why you can only overclock -K cpus, they are identical to the non-K models (the 4790K being the only exception so far) except for the ability to be overclocked and the higher price.
But they didn't stop there. There's multiple chipsets with different feature sets. Guess which one is the only one that allows overclocking? The most expensive one, the Z series. Same for dual GPU setups. Why? Because you don't have a choice and they assume that if you want to overclock or use 2 GPUs that you've got enough money to spare.
Sometimes they mess up. With Haswell motherboard manufacturers found a way to unlock overclocking on non-Z chipsets. I'm not sure if you knew about that, but you're lucky, it would've worked. That said, you still shouldn't do it. For the Pentium G3258 it's fine, for an i7-4790K not so much. Z series boards are designed with overclocking in mind, they can handle the 150W an overclocked i7 might draw well. H series not so much. They'll do the 80-90W it draws on stock and not much more (some shitty boards can't even handle that well). That means you won't be able to overcock as high. Maybe it'll just crash, maybe the VRMs will overheat and die, it doesn't matter, it's just not a good idea.
I'm just assuming that you want to overclock because there's an aftermarket cooler in that list.
You didn't tell me your budget so I kept it about the same.
I also assumed that your case is µATX. If not get the full ATX version of the mobo I picked, it's 10$ cheaper.
Also get the CPU+mobo from microcenter if there's one nearby. The CPU is way cheaper and you get another 20$ rebate on the bundle.
Also picked a way better cooler. Bonus: Colour scheme fits the mobo.
850 Evo is faster and cheaper than the Mushkin Reactor.
390 is faster and cheaper than the 970.
Better PSU as well.

I have an additional HDD which I intend to use in the build, but for obvious reasons would like to install my OS (win 7->10) as well as most software on the SSD.
Is there anything constructive which I can do other than physically putting the computer together before I get my primary storage?

Not quite, I didn't just use pcpartpicker for searching parts. The reason why I didn't go for the PowerColor GPU is because it doesn't have DVI-I and therefore can't run a CRT.
The single 6/8 connector is a bit troubling since I didn't notice it, but I don't think I'll be upgrading any part of this build in the near future.
I got the motherboard today, so all I'm missing is the SSD which B&H now lists as arriving (at their warehouse) on the 15th. Still can't think of anything to do other than put it together and see if all the fans spin.

Also the cooler is the least of your problems. Going from non-K -> K CPU + non-Z -> Z mobo costs more than a mid range cooler.

My mate has a budget of 400-500 (GBP) for a gaming rig. I know my little share on PC part picking then he is and I've found him a solid rig which at the moment is bare boned (no SSD's, no LEDS, etc). He has said himself that he will be mostly playing games like CS:GO, Arma 2, Payday 2, possibly Fallout 4 and will also be used for general work. (a bit of productivity). I may just sound like an idiot but I'm pretty sure that this will be great for what he wants to do. Since you guys are way more experienced than both of us are combined I've come here to ask what could be changed and how would it suit in a general sense performing these games.

The only way that that's a solid rig is if you intend to use it as a doorstopper.
It wouldn't even work. Can't use an AMD AM3+ CPU on an Intel LGA1150 socket.
On the other hand any SATA SSD will work with any mobo (since all have SATA ports) but that doesn't change the fact that the V300 is shit.
PSU and GPU are pretty bad as well.
You should never want to use wireless. Wired is always better.
All builds require a CPU cooler, but CPUs come with one.
