I dunno, I make the changes in BIOS and then it just doesn't take effect when I save and reboot.

Well you're doing something wrong.
PSU can't prevent the BIOS from saving settings. You either got power or you don't.
For an i7-6700K you'd need at least a new motherboard even if you want to keep your DDR3 RAM, so forget about that.
i7-4790K would help with streaming but not for just TF2 on its own.
Honestly throwing money at this problem won't solve it. If you can't figure out how to save settings in BIOS on your own then the whole trial & error process of overclocking isn't for you. I mean you're willing to throw 300 quid at a new CPU but can't be asked to google your problem.

Mainly for TF2 And being able to stream. I don't really play any other graphic intensive games. I've been getting around 60 fps which may be in part because I have an AMD cpu but my graphics card (radeon 7850) is pretty bad as well.

Also the 390 is faster and cheaper than the 970. Bonus: FreeSync monitors are cheaper than G-Sync monitors. Do you even need a monitor with adaptive refesh rate though? I mean the point of this build should be to get more fps than your max refresh rate. What settings are you going for in Overwatch? Depending on that you might also be able to drop down to a 380.
Anyway here's an improved build. A bit faster and a bit cheaper:

Dunno what kind of performance I'm getting yet as it's just now loading Steam games, but there's no reason to worry.

There's way cheaper 265s/370s (same card). Not sure how much rust needs though. You haven't said anything about settings. Anyway for the price of that 265 you could get a 380 (=285).
There's a lot of good cases, I just use the N200 as a placeholder. But honestly the Source 210? No USB 3.0, no dust filters, that'st just poor.
Some nice PSU deals atm. 600B is actually cheaper than the 500B but I don't know how long that'll last and it'd be overkill + lower efficiency.

Thanks Setsul, it appeared my cpu fan stopped working and when I checked the temps in the bios it was idling at 80 Celsius. Ordered a new fan and will see if that fixes it on Saturday

You have to keep in mind that the max turbo is 3.9GHz (1/2 cores, with 3 cores it drops to 3.8, 4 to 3.7). So you can get that on all 4 cores without any added voltage and from there it's just 0.3GHz.

Any decent mobo, µATX or full ATX, will have 4 slots, so 2x4GB should do.
Why an i7?
Why not non-K overclocking, if you're only going for a minor overclock.
And most importantly: Budget?

i7 cause I do 3d modelling and animation as a hobby, probably going to be doing some cad work in uni, and when I convert all my music from various formats to mp3 I like watching all 8 threads convert different songs at the same time.
If base clock overclocking is safe on skylake I might consider that actually, thanks, I was under the impression that nobody does that anymore.
Budget is around 2000, I guess, but I'm currently in Taiwan where prices are a bit cheaper than Australia so right now I'm just trying to get an idea of a good build that I can take to a Taiwanese shop and see if it's worth buying and sending back.
