Keep in mind that it's just a rough outline. Case/SSD/HDD should be changed according to taste/needs and there's lots of interchangeable options for mobo/RAM/PSU so the choice depends on whatever is in stock and cheapest.

The jury is still out on 9600K vs 8600K. The 9600K is soldered but the die is so thick that it's not actually cooler while delidding became much more difficult and to get the full benefit you need to sand down the die.
Until we get statistics that it actually overclocks better than the 8600K I'd assume the worst.

Yes, that's just 4 cores (with HT though), but it doesn't change the fact that the Aios are getting their asses handed to them by Le Grand Macho RT, a fucking single tower single fan 60€ cooler.
Basically no reviews include Air coolers in the Aio reviews because it always makes the Aios look laughably bad, struggling against coolers that cost half or less at thrice the noise level.
Even going to 6/8 cores doesn't change much, while the single fan Grand Macho might drop off adding a second is cheap and this is the point where the dual towers like the NH-D15, R1, TC14PE and so on start beating the single towers like the NH-U14S because before that the second tower didn't even make a difference. It wasn't even necessary.
So either get a good air cooler or go straight to semi-custom prepackaged sets for proper watercooling instead of spending 40$ more than for an air cooler just because you can't live without being able to see your RAM from all angles.
The cheapest mobo might do everything you need it to do, except overclock. The lowest end uncooled/unheatsinked 4 phase VRMs will not get you to 5 GHz, let alone 5.2 GHz. You need a good CPU to get past 5 GHz, which is luck of the draw, but you need at least decent VRMs to even get to 5 GHz and there's no luck involved in VRMs.
When did you look up the RAM? For that price you should get higher frequency and/or better timings.
There are multiple options along the line of price/performance tradeoff, but we can leave the SSD be for now.
The PSU makes sense and there's nothing wrong with it, it's technically flawless, it's just not any cheaper than all the better options. EVGA G2, Corsair RMx v1 and Seasonic Focus Gold are simply better. G3, RMx v2 and Focus Plus Gold are much better. And none of those cost more than 80$ either. The G2 actually costs the same and the G3 right now costs less than the G1+. Until EVGA sorts out their MSRP the G1+ is basically pointless.
Sound cards are complicated. Depending on your headphones/speakers I'm not sure it's worth spending that much.

It's not about seeing the RAM. Adding RAM/removing RAM for troubleshooting is an absolute nightmare. In my current system I actually have one of the Heatsinks you mentioned "TC14PE" in a triple fan setup. honestly just wish ram was slightly further away from the CPU. Either way I can definitely still do air cooling.

Currently I have a HyperX Cloud headset "KHX-H3CLW" pretty sure that is the correct model number. But I'm looking to get something like the Sennheiser 569 headset + a dynamic microphone that I'm still undecided on the level of quality I want.

The primary way I plan on achieving that significantly higher quality is to go from Hardware encoding (NVENC) to Software encoding, but I want to do that software encoding on a different PC.

Currently I have a HyperX Cloud headset "KHX-H3CLW" pretty sure that is the correct model number. But I'm looking to get something like the Sennheiser 569 headset + a dynamic microphone that I'm still undecided on the level of quality I want.

The primary way I plan on achieving that significantly higher quality is to go from Hardware encoding (NVENC) to Software encoding, but I want to do that software encoding on a different PC.

I'm not buying it strictly for gaming, I need a beefy processor for engineering programs and for video editing. But out of the two I presume the 9700k is the better one due to single core processing?

Depends on the program. Rendering/video editing is usually multi-threaded. Similar clockrate and more cores win, which would be the 9700K or 9900K. CAD depends on the program.

#3107 You should get the AOC AGON 240hz monitor, it is way cheaper than the BenQ counterparts and they have the same panel I believe.
So the other day when I got home from work I went to turn on my monitors and noticed my computer was off. I did all the basic trouble shooting, checking connections, making sure outlets work etc. Still broken so I tried changed the cmos battery, cleared the cmos, did the paperclip test and nothing. What I did next was remove the RAM and GPU to see if there was any sounds or codes from trying to boot without either of those and nothing once again. So I figured it was a PSU issue I got a different PSU and tried that changing all the cables to the CPU, GPU and motherboard but still nothing.
This leads me to believe that it is a motherboard issue since there are no error codes or sounds when all of my ram is removed as well as my GPU. Is there any other tests I could do to see if it is actually my mobo before I go buy a new one? If it is a motherboard issue, any recommendations on what to get, only thing it needs is the ability to overclock and fullsize atx.

If you did the paperclip test properly the PSU is dead. It doesn't tell you anything about the mobo. That's the whole point of the paperclip test, to test the PSU with nothing connected to it.
So first if you didn't do it already do the paperclip test properly, with nothing connected to the PSU. Of course the PSU and mobo could both be dead but let's make sure first.
The next step is to test for shorts. If for some reason there is a short the mobo will not start and it should not start with any PSU since that would kill it. So you remove everything from the case, put the mobo on a non-conductive, smooth and flat surface (no carpet please) and try to boot with only the CPU, the cooler and the RAM installed. If this test fails as well then it's probably not looking good for your mobo.

Did you actually remove the motherboard from the case? That's important. Ideally do a visual inspection, check if anythings lodged in somewhere.
Yes, I looked at all the connections visually, removed them reconnected tried like that. Then took everything out and put it on a kitchen table and tried what you recommended.

New motherboard came in today and now it's working sort of. When i turn it on the motherboard and GPU light up. When I press the power button all of my case fans, CPU fan, GPU fan, and HDD's are all spinning and working. But I get no signal to my monitors and none of my USB ports work on either the front or the back of the case. I've checked to make sure everything is plugged in properly, tried to with 0, 1 and 2 sticks of RAM, plugged my monitor into both my GPU and my motherboard but still nothing. I've checked to make sure no standoff's or lose screws are causing it to short out. and I tried it with just the CPU, PSU and motherboard and the same thing happens.
Any suggestions?
Edit: I fixed it. Not entirely sure what was wrong with it but I basically rebuilt it from scratch twice testing components 1 by 1
