You could try overclocking though. We're talking about 20% best case though, so if that's not enough of an improvement you will indeed need both a new mobo and a new CPU.

Hey, looking for GPU upgrade, NVIDIA GTX 960 and AMD R9 380 are in my budget, both for the same price (local dealer). Witch one should I take? Both performing about the same in game tests but NVIDIA offers some extra technologies. And is the 4 GB version worth of concidering?

Like do you want to be able to stream tf2 at 720 60fps and still have good fps in game, or stream at 540 30fps and have ok performance still. AAA games with ultra graphics and at least 60fps? Do you really wifi? Do you really need to spend that much on wifi? Ethernet is always going to be better, you're never going to get close in terms of ping and bandwidth, no matter how much you spend on wifi. If you're close a cable won't be too much of a hassle, if there's multiple walls/ceilings between your pc and your router wifi will get even worse.

Maybe 5% from the CPU. This is not so much about performance and more about the mobo (SATA Express, M.2, etc.), because if you decide to get new RAM (without RAM your old CPU+mobo would be useless, though you could still sell them) there's no reason to go with Haswell anymore.
That said I haven't tested RAM timings vs speed in TF2 yet. Best case the 2400MHz RAM might get you another 10%, so ~15% total.

He also will need to have a wireless card, although he will mainly be playing on a wired connection. It must include an OS in the price, as well as an optical drive.
Budget is ~700-1000 dollars because as of right now he is unsure if he should get a 144hz monitor. He is concerned that on many of the titles he will play cannot achieve a high enough frame rate to justify a 144hz monitor, so we are trying to figure out whether the performance of triple a games or how much cs he wants to play is more important. I Hope it isn't too much trouble for you to come up with builds for the two different prices. You do good things here.

Overclocking the CPU will cost at least 100$ and I don't think he needs it, so I wouldn't spend 15% of the budget on it.
Overclocking the GPU is free so he should start with that. Overclocking is always lots of work/experimenting/testing so only once he's done it on the GPU and is definitely willing to put in at least 3 times the effort (unless you're going for the quickest and dirtiest CPU overclock) I'd consider spending those 100$ when the time for a CPU+mobo upgrade comes around in a few years.
Wifi card or is a dongle fine?

I'm not sure if I understand the budget correctly. 1000$ including the monitor, so if he gets one that leaves 700$ for the build, if he doesn't get one then the full 1000$ for the build, right?
His concerns are justified, 120/144fps won't happen in AAA games. Unless he plays CS:GO competitively I don't see a point in sacrificing even more fps in all other games, which he'll play more often.
If you ditch CPU overclocking and the monitor you can build something pretty darn beastly.

And CPU overclocking on a 700$ budget just isn't happening. At least 400$ for CPU+mobo+RAM+cooler. Dropping down to Haswell or microcenter can help but it'll only do so much. DVD+dongle+windows 100$. Case+PSU and only 1 HDD, no SSD, another 100$. That's 600$, 100$ left for a GPU if you don't want an SSD. Even if you manage to push it down 100$ I still don't see 144fps happening, not on even remotely decent settings.
