Hey so after some waiting the MSI GeForce GTX 1060 OC 6GB GDDR5 still aint avaliable and the site who was selling it actually removed that part's page and after some searching i havent found any other 1060 that is around that price, 279 euros, so would you recomend going for a RX 480 or should i go for a GTX 970? And what kind should i pick?

Sounds like a bit of an urban legend. There are pros and cons to both open air (2 fan) and blower-style (like the one we're talking about) graphics cards, but both will work fine most of the time.
I found an interesting article testing the difference between the two styles here, these are some of its conclusions:
In short, always choose the product that suits your computing environment. Have a big case with plenty of cooling, especially a setup with liquid CPU cooling? You'll almost always be better off with an open-air cooler. Noise levels will definitely be lower overall. Have a small case or one with minimal airflow? Well, first of all, high-end open-air models might not fit as we discovered, due to their additional height and/or length. Furthermore, a blower-style cooler will be much more predictable, performing within its design parameters as long as it has access to outside air. Such models are particularly effective in ITX cases that position the video card's air intake at the edge of the case. Even if an open-air cooler could cool the GPU as effectively in such setups, the rest of the components in the case would suffer for it, due to the limited airflow inherent to any compact case.

This isn't about open air vs blower. The "black brick" designs are simple the lowest cost version the AIBs could come up with. I'm not saying you can't build a good blower style cooler, but at the point where you go full plastic shroud and only use one fan not for noise related reasons but because half the fans means half the money spent of fans then that single fan is probably shit.
Those coolers are also typically just reused from old designs, which have a different die size so not all heatpipes are in contact with the die and so on.
Sometimes the manufacturer also locks the power target at a lower point than on the more expensive cards so they can't boost as high. After all there wouldn't be a point to buy those if there was no benefit.
Basically what I'm saying is black/grey blower cooler are the cheapest cards and they are so for a reason. Either because the cooler is shit or because they are artificially limited so they will be slower than the more expensive cards.
In this case since the reference cards are also more expensive these might actually be slower than the reference design. Which means all the reviews don't mean shit anymore.
About that test: I just skimmed it but they tested two cards with temperature target 80°C and what a surprise, both cards ran at 80°C.
Also let's take a step back and look at some benchmarks

Technically the Celeron G3900 got a better price to performance ratio than the i3-6100 since it gets you about 45% of the performance at 40% of the price.

Hey guys, I've recently been surprised by a birthday present which I was not expecting since it hasn't happened for 3 years.
My mother bought me a new computer which she knows very little about. She spend a little over 1k British pounds on it and it is not the best well rounded computer.
It is bundled although built on the spot and bought from meshcomputers.com

Memory: 16GB RAM Corsair vengeance 2400mhz DDR4
Storage: 2tb Barracuda Harddrive 3.5" and 250 Gb SSD 850 EVO SATA @ Raid 1

I can already tell that you are cringing to how badly balanced this computer is, due to having everything at a very high quality and then cutting off at the gpu therefore bottlenecking the whole build. For the amount of money she spent, she could have bought a build way more well versed, but regardless. I can't change the build as it is shipping right now, nor would my mother let me do that - so the only way I can make the best of this is to buy a better graphics card.
I currently have 60 pounds and though will have around 20 - 30 pounds more next week as I am unemployed for the moment.
After some research on affordable GPU's I have turned my focus towards AMD as predicted, and came out with a pleasant result.XFX Radeon R7 360 2GB GDDR5 only at £82.99.
It fits nicely within my budget and outperforms my similar priced graphics card almost 800x as benchmarks do tell. I would like to run everything at the least on low and potentially at 1920 x 1080p since I never had that luxury before on my really terrible laptop.
I came here not to tell a story but to receive your insightful opinion on my current situation and whether you think this is the best move or if you think there's something I could do better.

The PSU is garbage as well.
But a Quadro for games? Not only that but a 5 year old Quadro? That's borderline criminal. 5 year old GPUs shouldn't be sold as new.
Maybe sell one fo the 850 Evos to boost your budget a bit.

Yes, it is indeed very sad, but I'd like to keep the setup as it is and replace only the GPU, since it would be considered rude to sell a gift or a part of a gift from someone else, by the way I was raised.
Although I was thinking that if I had to sell anything to obtain money it would be one of the RAM sticks which would be the least needed on this build. and thanks for your opinion! I shall be upgrading my psu whenever i can therefore being able to buy a better gpu later on or maybe crossfire two cards if it ever deems necessary

Case in point the only 7970 I could find was 300£. Even on amazon an RX 480 is cheaper than that. And more of them in stock, that's saying something.

Guys, what should I pick. rx 480 or gtx 1060. both are literally at the same price in my country. and I heard that rx 480 is more "future proof" , like running better in vulkan and some dx12 games than 1060. but the 1060 looks a bit more powerful than 480. tough choices here. :\
