if you have nvidia go into the control panel to adjust desktop size and position, switch to aspect ratio and then turn the override off

change the aspect ratio setting to "Keep aspect ratio" instead of "fill"

I have AMD and I have preserve aspect ratio on and my monitor is set to aspect ratio
When I open tf2 with 60hz there's black bars but anything above that and it's stretched

if the same resolution at 60 hz has black bars and at 144hz is stretched, you need to create a custom resolution, where you define the resolution you want with the 144 hz
amd drivers are notoriously buggy with that shit
