Change your graphic card settings and/or your monitor settings
custom resolution maybe ? hard to tell with just that info
if you have nvidia go into the control panel to adjust desktop size and position, switch to aspect ratio and then turn the override off
change the aspect ratio setting to "Keep aspect ratio" instead of "fill"

if the same resolution at 60 hz has black bars and at 144hz is stretched, you need to create a custom resolution, where you define the resolution you want with the 144 hz
amd drivers are notoriously buggy with that shit
