Player that sees you, you should assume you've been seen and called out anyway so taking a "surprise" shot isn't really a surprise shot. You just ate bait if you don't kill one or the other.

If its SOAP DM i wait until they've both weakened themselves from fighting and then i'll kill them both so then at the end of the round instead of practicing and getting better i'll be on top of the leaderboard :)

Aim at the person who you think is weaker/losing, because if you want both frags, you need to kill that person before the winning player does. Once you kill the weak player (hopefully with a 5dmg shot) you get the buff and can frag both of them.

in battle royales this scenario is probably common (being "3rd partied" is what they call it?) and afaik in 99% of scenarios the team/person sandwiched from behind is focused because those are free kills and then favour the newest opponent because the survivors of the initial 1v1 have to invest time and resources into healing back up
If you're fishing for the argument "The player who sees you has a higher chance of preparing to win the second 1v1" then I feel that's quite niche unless you look at gamemodes where time to kill is extremely low like ffa cs:go gamemodes or CoD so there's more variance with odds of a clutch flick headshot. And even there you're still favoured to win so I'd say it doesn't matter much
In TF2 I doubt it matters. I'd wait like a second so maybe they shoot each other investing more hp and ammo into the 1v1, then get an easy kill on whoever survives.

This sounded fun to dissect, so I will give an honest answer.
In this scenario, you don't indicate there are any larger team oriented goals so I am going to assume this is just a general FFA fight, either live or die situation. If team goals are factored in, the answer could be different.
The only choice is to first shoot the enemy who is currently looking at you, in this case "Player Bob". He is the highest threat because he is looking at you. He can react to your presence faster (visually) than Player Joe who cannot see you (sound only).
Additionally, it is highly likely that Joe is also going to shoot at Bob because he is facing Bob's direction. Your combined attack will frag Bob and Joe will still have his back to you. Also, Joe will have a slower reaction time because he still has to orient his aim and turn to face your attack.
You should always have some advantage over Joe because he doesn't face you but things between you and Bob are fairly even, he is the larger threat.
