It wasn't used as a rallying image, the dude behind the emote started promoting more violence during the raid on the US Capitol. One of the people died breaching the building and he started pushing hashtags like #MAGAMartyr and gross shit like that.

i did not think "the face of the emote" referred to the actual person, rather that somehow the image of this guy was a symbol of violence. It makes more sense now, thanks to the much more helpful post by det-. Way to go, det-.
