I am having the same problem I have tried all suggested methods and still getting default anybody figure it out yet?
don't just transfer over your old hit sound, transfer your entire sound folder as well.
i was having the same problem as well, so i just took my sound folder (that i backed up) and placed it in the custom>random folder. works fine now

Make sure you're making a folder in custom ("UserStuff"), rather than putting the files straight into custom.

I didn't back up my entire sound folder because the only thing that was in there was my hitsound so I only backed the file up

i do believe its somewhat broken right now because the pitch dosent change.
You also have to enable "hit sounds" in the game's advanced menu.
im sorry to bump this thread but can anyone help me figure out how to increase the volume of my hitsound? i already have it set to tf_dingaling_volume 1.0 in game but it is still to silent for my liking. Is there a way to boost the audio levels by editing the file of the hitsound? i am using this hitsound http://tf2dingalings.com/sound/details/256

Get audacity, and goggle "audacity amplification."

just open the file in audacity and increase the gain
