I used to play on an Athlon 2 210 + GeForce 6150 SE nForce 430 with stable 60 FPS in a 24 man pub, and even played some Highlander on it, so it's definitely playable. I'd definitely recommend cleaning your CPU fan, as that can be a cause of random performance drops. Also check out the SLI Profile Tool in the FPS Improvement Compilation linked above to turn up your picmip.

If you can overclock, do it. Tf2 is a Cpu hog.

I have the same card so you should be able to with maxframes

I played with a worse CPU but better video card (Athlon 64 @ 2.2ghz and 7800 GS), so it's probably possible. 6150 is kinda pushing it though.

Keep in mind being able to play with a really shitty computer 2 years ago is way different than being able to play now.

Min specs at launch

Install maxframes and get the NoHats modification.

If you're serious about TF2 you're going to need to invest in some new hardware.

Wish I had 60GHZ monitor.

If scouts on a team wear separate hats you should be able to tell them apart.

close out of any other programs running

minimum settings

no hats mod
and i think you could get 60+ fps constant like that.

Dunno what you are talking about, I can keep pace with mid to low silver players on under 30 fps.

I understand what it's like playing on low fps because I used to play on 30 fps on my really old pc but now that I'm used to smooth gameplay I could never go back. And now I can use max quality instead of max frames and it looks so pwerty, I forgot how funny some of the facial expressions can be

I know your feel, I run on an average of 20-40 fps and i get 5-10 fps on specific maps. However, on Jump/Surf maps i get around 150-200 (Since those maps are designed completely different than regular maps)

I suggest running at these settings:
-Chris' Maxframes FPS Config
-640x480 Resolution Fullscreen
-Launch commands: -applaunch 10 -gl -nojoy -noipx -full -noforcemaccel -noforcemparms -noforcemspd -novid -nocrashdialog -nocdaudo +mat_forcehardwaresync 0 -console -32bit -w 640 -h 480 -dxlevel 80

(Some of these may or may not work anymore)

My pc specs so you can get comparable results:

CPU: AMD Athlon(tm) II X2 250 Processor (2 CPUs), ~3.0GHz
RAM: 4096MB
GPU: NVIDIA GeForce 6150SE nForce 430
Monitor: Generic PnP Monitor 1360 x768 (32bit) (60Hz)

So yes, TF2 is totally playable. Will you get the best results? Probably not, I also suggest you to cap your FPS if it starts to get jumpy (Going from say 120 all the way down to 30 at random points) So your fps is consistent.
