Basically it's true custom Crosshairs that aren't hud xhairs, so they work like the crosshairs built into tf2, they use the scale and color values and shit like that.
Inside that thread is how you make them and the DL for the CPMA, QL, and Dick crosshairs
Here's the tutorial for the crosshairs, I wrote this but all credit goes to povohat for making the thread,those who actually created the crosshairs, and broesel for discovering this.
Note: you cannot switch crosshair while connected to sv_pure 2 server, it has to be pre-loaded prior to connecting.
1. Save Your xhair (VMT & VTF files) in SteamApps\common\Team Fortress 2\tf\materials\vgui\replay\thumbnails
2. Enter this into console cl_crosshair_file ../replay/thumbnails/crosshairname[/b] change the name of course
3. You have to load your xhair in a server with sv_pure clearance so it works in other servers without that clearance.
4. You can resize and color just like any other built in crosshair

IMO the CPMA xhairs are pretty blurry and stuff and sort of useless because the QL ones are much nicer but feel free to try them out.

You can't use more than one crosshair, and have to join a sever that has sv_pure set to 0 before you join a scrim/pug server (local server is fine)

Basically, you copy the "materials" folder into your crosshair folder and then copypaste the text from the text file into your hudlayout.res.

pvh is almost as sketchy as thenoid. if i ever played against him i'd be scared that he was making stickies glow super bright or seeing people through walls or something lol. xhairs ain't so bad though.

VAC and sv_pure proof wallhacks have been possible since steampipe because servers don't check the consistency of client .gcfs IIRC

It's loading the crosshair through the game instead of using a hud element. Although the povo thread was around for a while before that thread, so really this is the "previous" method.

Pretty neat, I can't remember if they have outlines by default or not. I really wish valve would just add the cl_crosshairoutline function from CS:GO to TF2. Granted i'm not a programmer so i'm not sure how annoying this would be to make but it would be really nice to have. Also having the ability to make ingame xhairs flash on damage like in quake would be really nice too.
