I'm very inconsistent with my sniping. sometimes, I can't hit easy shots, no matter what situation. Sometimes, I can actually hit shots. Practicing sniping doesn't help at all, because I can't hit any shots.

Just hop on a pub, stick on some music and have fun. I know how annoying it is to be inconsistent with your sniping so the best thing you can do it just have fun. You will get better slowly as long as you keep at it, however don't just get stuck on it and get angry with yourself. Play other classes to relax as well. Finally take breaks. I find that if I haven't played in a few days it takes me a while to get warmed up but when I do, I'm much more consistent.
Also one more thing to bear in mind. Nobody is 100% consistent. RouHe misses shots, Flippy misses shots, Snow misses shots, Max misses shots, M4risa misses shots. If they didn't it would be very very suspicious.

Make sure you have good practice. YOu can practice a lot in wrong / less efficient ways, but if you focus exactly on the points you want to improve it will become much more efficient practice and you will notice a faster improvement.
Regarding sniper I found DM to be really effective but also sniper servers, not orange but servers where only sniper is allowed, you will get a lot of experience dodging other snipers as well as countersniping even if they're all newbies chances are you will have 3-4 guys pointing at you all the time and I found it really good practice to play on those servers

you don't really have to learn how to aim to play sniper well in tf2, so much as you have to learn the jankey headshot hit boxes that do not match the ingame models

Isn't accel dependent on framerate in source games? So if you have it capped and you always get a completely consistent framerate, it should be fine. Maybe. I'm talking out of my ass.

there are other ways to achieve mouse accel, also there is one option for tf2 that isn't framerate dependent iirc

from my experience its pretty much the opposite.. I get used to a new sens with accel much faster than non-accel, because non-accel aiming is all about muscle memory. its hard to describe but aiming with accel is mostly just feeling, each shot is different. I don't think muscle memory is as important with accel, therefore it doesn't take as long to pick up a new sens^^
