Valve mentioned before they were working on a Moonbase thing in an earlier blogpost, and nothing in this update seems to suggest that this is a part of that.

B.A.S.E. Jumper + Air Strike Combo is gonna be scary. Get a killstreak, stay in the air for a bit with the parachute, then spam down with fast firing speeds. Also, if the parachute can deploy and then undeploy multiple times in the air you could probably do a lot with that
