i52 weapon signing perk question

Due to steam's moronic policy to forbid users to trade via their internet browser for 7 days after it gets a new cookie for steamcommunity.com, I am unable to send the trade offer for my weapon signing for a week.

Considering, this is the second phase of weapon signing, my question is, will it be too late then? Can I still send it next week and expect to get it signed?

It'd be great if someone could tell me this, thank you

If it were too late, could I send a friend request to the perk fullfillment steam account? Trade offers would be possible then via the steam client

steam's always buggy and there are still people who I can't trade with, so don't worry about it and just send the trade request + email whenever you can
