This is true. So let's say the DotA comp scene started around 2005. It still had a good 6 year run before Dota 2 hit beta, and 8 years until Dota 2 was released. So I'd say it's been around a little longer than TF2 but not by much, and it's dead now.

Valve never intended tf2 as an esport and will never support it. It's a far cry that they would give us MM or any sponsorship whatsoever. The game also has consistently been growing (there are graphs and shit to back this up), so you're wrong there.
Also, you're pretty new, so this "emphasis" on dm that you see might simply be because you don't have much of an understanding of the meta in comp tf2.

Spycicle is literally useless in 6s, even if it was allowed its use would be nearing 0% since virtually no team runs a full time pyro. That and spy is a situational class whose aim is to get clutch picks through backstabs mainly, if you're getting caught with a spycicle by a pyro you become literally useless.
There are 3 possible reasons why weapons might be banned in competitive leagues:
#1: They have completely flawed mechanics, interactions or gamebreaking bugs that have no place in a competitive setting. (ie: pomsom)
#2: They have overpowered attributes, thus giving an unfair advantage in a competitive setting. (ie: GRU in 6s)
#3: They are completely irrelevant or useless in a specific competitive setting, thus banned to keep things as simple and straightforward as possible (ie: spycicle in 6s)
The only reason you can argue is #3, there are quite a few weapons that fit that criteria I reckon, but even then, if you are willing to discuss that reasoning then you are clearly not invested in competitive tf2 because weapons banned in that situation aren't preventing you from improving as a player or enjoying the game in a competitive setting.
