it's happening to me in skyrim now too, so I think it's a steam overlay glitch, not just TF2.

one time when I got the cursor glitch I just turned my crosshair off used the cursor to aim and pretended I was really clicking on people and I yelled WOW GET CLICKED ON FAGGOT out loud to myself whenever I killed someone, it was pretty great.
