Sad thing about this is that we're doing Valve's job.
We're banning these cheaters from community sites, but matchmaking will just be horrid if Valve doesn't bother updating VAC for TF2 (or even setting up an Overwatch system at least).

I think valve is smart and will atleast have an hour cap, so you can only get into matchmaking if you have more than a certain hours so you end up with less f2p hackers ruining games. I dont know what valve is going to do about the high hour unknown cheaters.
Knowing Valve they would put it behind a paywall before they would put an hour limitation. The issue is that people who really want to cheat are going to cheat no matter what. Obviously it's good to proactively prevent cheaters, but we also need a good system for stopping people who meet all the requirements and still cheat. CSGO actually does a pretty decent job of this with Overwatch + frequent VAC updates, hopefully TF2 can get the same support.

can you find an STV/POV demo of him cheating recently since he was considered to be so obvious back then? i looked at one really quick but the stats were average and his play was not great, but his opponents weren't great either.

Not everyone will share my opinion here, but I think if someone is playing 100% legit now and it's been months since they've used cheats, and for whatever reason they didn't get banned before, they shouldn't get banned now.

Nice catch! I definitely recognize his name as well, and have played with him in several lobbies. I looked at a dozen logs or so, nothing suspicious that I've seen. So that begs the question, is he really cheating in lobbies? Does he have an alt account he uses to cheat on? Does he only cheat in pubs? Or is he just using much less obvious cheats? His stats are average at best.

Wow i've never heard of a lock at that level. That's funny. It's as if a webmaster at valve manually accessed the server and CHMODDED (changed file/folder permission settings) on his account folder to 444 (read only) or something similar.
Maybe 10 pages back or so, people said lets go after maxbox and so a bunch of us flagged his account. Maybe that had something to do with it? Or maybe valve realized how ridiculous it was to have a guy freely hacking and recording hundreds of youtube video's and getting away with it for years.

Some of the fancy aimbot technology can be very hard to spot, and if there were never any accuracy logs some of these guys may have never been caught.
TF2C gives hackers a 10 year ban, UGC appears to only ban most hackers for 1 year. I believe ESEA also bans hackers for a year. I think a year is really the minimum ban time that should be handed out for cheaters. And if they are caught a 2nd time, it should be permanent.

I'm just a player in the casual comp community that calls out cheaters when I see them. I personally was never arguing that they are not two different people (see the quote below). However I did state that if an admin thinks they are the same person (which is the correct assumption in 95% of cases probably) then they probably have shared multiple IP's and accounts together.

Regardless, the people responsible for banning them are the same people who thought that yuri is atrocity's alt. And no, they don't even have the same IP, which makes this entire thing laughable

I watched a few stvs as well today and I'm really not convinced. I couldn't find any that weren't lobbies and the lobbies I did see were shitfests, eg demo perma offclassing to huntsman sniper etc etc or just unbalanced. The only thing that's slightly suspicious is that yes, yuri hits a massive percentage of her shots. But most of the time they are on fairly predictably moving players. I did notice misses when it made sense for her to miss, eg when a scout made a really quick change of direction or whatever. And her aiming style just looked pretty normal to me.
As for the massive k/d and dpms that seems to just be down to being decent at her role, whatever that may be. A 5.5 ka/d as scout might look suss, but it was a lobby and she's quite capable of getting a 4.9 ka/d with 500 dpm as soldier in hl. I checked out both of those stvs and there was nothing really suspicious, just solid play. I thought of ESP as well but there was no evidence of that either.
Obviously I'm no anti-cheat admin but I personally don't think there's any evidence of cheating at all so perhaps you should revisit the stvs and maybe ask for pov demos. Perhaps try to get demos from actual matches as well, because being able to track ugc steel players in lobbies probably isn't the biggest indicator of a cheater.
