Whilst I am uncomfortable with some of the implications of this mechanic, I think the UGC ban is just a short term stop-gap whilst the community and Valve sort out something. To be honest the weapon pickup mechanic as a basic principle could be a really interesting for the game, I just don't like the uber retention because either you're giving the enemy ubercharge or you're safeguarding your own ubercharge after death (same reason why the vita-saw is banned except this can't store more than 20%).
Not to mention that I feel this would discourage players from taking risks by milking ubers in exchanges and making awesome uber+ubersaw plays.
Having said all of that, I'm happy to see Valve are at least trying to keep the game fresh and develop the competitive scene after all of these years and I whilst I support the banning of this mechanic in the short term, I hope in the long term we can come up with a compromise or alternative because just banning the new mechanic outright is not sending the right message to Valve imo.

Yeah, it's acceptable to not allow the changes for this season, but next season should be at invite captain's discretion after testing it out. Just like unlocks are automatically banned when they come out until the next season, this mechanic can be handled similarly.

I understand why one would see the ability to pick up uber as an interesting change, but from the standpoint of "competitive matchmaking is becoming a thing, better make things play a bit nicer for pubbers transitioning", this change definitely doesn't seem like the right way to do things.
I mean... new medics already get thrashed on hard if they drop uber. I can't imagine the response from their teammates in a scenario where their uber drop results in entire round losses because they didn't switch out slots in time. it takes an already-unattractive class to new players, and basically makes it look like the worst possible option to start out with.

TF2 meta aside, what I don't like about the mechanic is the idea you can steel someone elses progress. Dropping bazarr bargans that have had large headshot sprees should not give me that spree bonus. If someone kills 4 people with a killstreak scattergun then drops the scattergun, I do not pick it up and continue that killstreak. Yet with ubercharge, I can profit from another player's progress and I'm not sure why. Progress should be tied to the player. With medic you can even justify it with the design of the character: the uber is stored in the backpack. When the player dies, the backpack is destroyed, charge is reset.
Back on the topic of metagame: I think the concept of picking up another teams dropped kritz and using their weapon to surprise attack, or dropping a team's uber with kritz and swapping to their ubergun for the last push, is a much more interesting meta than snagging their charge progress or snatching back your own. To me this sounds like either double the reward to the winning team (if they manage to get control of 2 ubers) or injustifibly rewarding the losing team (if they drop charge to a pick class or ballsy scout, only to spawn up and get back their charge). These might seem to balance eachother out, but I think both scenarios are nothing but annoying.

Will this Medigun change cause as passive of play as the S14 Quick Fix LAN? I'm not too sure.

It's not 100% foolproof, especially in the lowest divisions, but having the rule and being willing to punish teams who are shown to have broken it should go a long way. The UGC admins have also okayed servers to run "sm_cvar tf_dropped_weapon_lifetime 0", which should help.

Also is it possible that if you do die on your own last close to uber and you knew it was safe to get back, if you spawn with kritz does the medigun stay? And if it does...what an advantage for the defending team.

The medic will have spawn and can pick up either the medigun of the opposing team or his own depending on which one had a higher %. It makes pushing without uber extremely risky as well.

in CS:GO when you die *all* of your stuff drops, not just the weapon you had out. including grenades and, if you're CT and carrying one, a defuse kit.
it makes little sense to only drop the equipped weapon in tf2 and i wouldn't be surprised if valve eventually adds that to TF2 as well (once they figure out how to not make the game freak out when the map is littered with dropped items - the mechanic works in CS:GO because when you die you stay dead (except in the deathmatch/ladder modes) until the end of the round - this is why there's no garbage lying around like you get on a tf pub since thursday)

I don't think you can compare dropping an AWP or other gun/grenades to something that makes players invulnerable and is the one mechanic that the competitive TF2 meta revolves around.
