it's aids in pubs, you would definitely need a different map and class and weapon restrictions to make it remotely fun

This kind of just smells like a dude trying to get in on the ground floor so he can be the head of some big new pug community.
The game mode isn't fun. Have you played it? Was there a bumper cars pug group too?
EDIT: I mean maybe it's fine, we'll see. It seems to depend on the skill of the players.. well balanced teams are okay.

like any gamemode in pubs is fun. i'd be willing to play this with class limits because engineers just shit all over any fun this gamemode could potentially have right now.

Edit: I played Pass Time today and it was actually pretty alright, aside from 5 engineers guarding a goal.

the timing interferes with jdawgs bball tournaments so i'm going to have a tough choice on how to spend my time
so how do you guys suggest we test it to see if it's a competitively viable game mode?

Making a few configs based off current league configs. Which include these variables:
tf_passtime_score_crit_sec 0 -- Turns the crits for capping off
tf_passtime_player_reticles_friends 2 -- Setting to 2 makes them visible for everyone on your team
tf_passtime_player_reticles_enemies 0 -- conversely, 0 turns these off entirely
tf_passtime_mode_homing_lock_sec 3 -- This doubles the lock-on time, slightly debuffing the long-range passes
and to be safe:
say "!!! DON'T CAP THE BALL DURING WARMUP! YOU'LL CRASH THE SERVER !!!"

Honestly the game type is pretty fun. If you were to try and help it out a bit than lower the players to like 8 or 9, maybe limit scouts to like 2 per team for the sake of diversity, ban engineer, ban engineer, also ban the quick-fix, then ban the engineer again.
