Sometimes there were glimpses of hope when I had certain sens for weeks or maybe months. Those were the times when I had godlike aim or stopped caring about sens and aim at all (not for a very long time though).
So the problem is I play different classes and different games. And every time I seem to find something comfortable and keep it for some time I just bump into another game where it doesn't feel that great.

Changing your sens frequently will make you feel like you are hitting more shots because you will be hitting different shots. Say you play on a really low sens and can't really hit flick shots well. If you switch to a higher sens you will probably hit flick shots better but you might miss the shots that require more precise movement or tracking. It's best to just stick with one sens enough that you can hit any shot with it. If you look through top players in any game they usually don't change their settings much.
You could try using mouse accel if you feel like no sens fits what you like. Just make sure you are using windows accel and not the accel in engine because source engine accel is inconsistent and relies on fps.

If you plan on using the same sensitivity in every game and play all kinds of games staying around 30cm/360 (give or take 6cm) should be low enough to aim accurately and if you have a large mouse pad it should be high enough to move the mouse comfortably

3+ months is right around the time I'd say you're fully used to a sensitivity
Now as for inconsistency their's a lot of factors here.
What kind of monitor you have, and the various specs of it (Inpug Lag, refresh rate, pixel response, to a much lesser extent contrast ratio and sharpness)
The mousepad could also be an issue. Some mouse pads don't track well, or they could be very dirty.
What kind of mouse you have can have a huge impact as well. But for the most part most optical Razer/Zowie/SteelSeries/Logitech mice are "fine". If the sensor is dirty at all you will have issues. If you're using a non-native dpi you will most likely have input lag.
Other non-game factors that could make you inconsistent. Hydration levels, caffeine, all kinds of drugs, Poor mood, sleep deprivation, slight distractions, posture, etc.

I have been playing with an 18 in. sens for everything, (but I main scout) and it took my a while to start hitting stuff consistently. You just have to get something that feels pretty good, and then stick with it for a while.

If you mean that I must not take aim into account then I did it once, but it didn't help with consistency much. I mean I played with that kind of a sens for 2+ months.

i remember this test posted on a gaming forum (quake forums?) somewhere to find the perfect sens for you. start with your sens and try your best to keep your crosshair in the same position while you move around. then double and half the sens and pick the two that suits you the best. try the sens in between the two, and pick the better 2 of 3. eventually you'll get it into the hundreths.

But would someone play and be good with something like 0.1 cm/360 or 8 m/360? There is probably a reasonable range and I think it varies from game to game because the paces are different. So I generally ask what would be this range for someone who plays different games.
Maybe I'm psychically ill but that is what I think. Feel free to correct me.
Also Comanglia has given me a range. That is something that pleases my mind and my confirmation bias :s

saying 'literally anything feels bad' sounds like a bad excuse lol. I've used sensitivities between 10 cm and 50 cm and have aimed fine with them, all it takes is time adjusting before you start hitting your shots. the main thing as other people have mentioned is do not change your sens once you find a comfortable one.

I never pick up my mouse either but yea just mess with it for a while. I change my sens pretty frequently, but some people adapt more slowly than others, so make sure you dont assume the sens you use is bad, try it extensively beforehand, you might've not gotten used to it yet

The range is short enough to not give you to much issues with a 40cm mouse pad, and based off high level competitive players from TF2, CSGO, Quake, and even Battlefield I've never heard of anyone saying that range is to low or high in sensitivity. I also have a little bit of a subjective reason as someone who used a ~50cm/360 for sniper/scout for a long time. I always found it difficult to play soldier/demo, and basically any other game that wasn't csgo.

You are not alone, solly here, i use 1 inch / 360. I dont like to lift my mouse up, or my arm.
As for the OP: It seems like you need to pick a setting, and commit to it. If you need different sens for different classes, read up on class specific config files, where you can have class specific settings - like sensitivity, and view models.
You aren't going to find a sens that you do 100% perfect with. You need to find one you can work with, with ease, then get use to using it. Once you are use to using that sens, then you need to work on consistent aim with said sensitivity.

don't change your sens a lot, seriously try to find a sensitivity that's comfortable to you and stick with it. if you constantly change your sensitivity it causes you to not be able to gain muscle memory which is going to not help you get better at aiming. I figured that out the hard way like a few years ago, when I first started playing competitively in ESEA/other leagues I constantly changed my sens. I've probably used just about everything between 6in-25in/360 and I found that if I changed my sens to something else when i wasn't hitting shots i would get like a placebo effect where I would start hitting more shots but only for a little bit and then I'd die and miss my shots and change my sens again. I've been using around 11.7-12.1 inches and my aim is starting to get very consistent.

Maybe you should try out some sort of mouse accel, it is sure some effort but it enables you everything from slow long range tracking to crazy flicks short range etc. Many quake pros use it because arena fps basically requires every kind of aim.
