So ive been a fan of quake live but as we all know its not up to par as the other quake games, but it has population so people tend to play it. Are there any other options other then QL that is somewhat populated and has a competitive/dueling community?
ndustYou've come to the right place.
I already play comp tf2 just looking for other options that aren't nooby cod that are somewhat competitive.

A game that is very similar to Quake is Warsow. It's primarily European but it's a lot like quake but faster paced, movement wise, and the maps are much larger.

If you're interested in playing CPMA, check out #uscpmpickup on quakenet.
Depends on your definition of "somewhat populated". Unless you're playing with friends or in an IRC pug channel at peak hours, it's very unlikely to find an NA populated CPMA or Warsow server.
That being said, they're both fun if you can get friends to play with you. If you're into dueling you can find opponents pretty easily in Warsow. The problem is that the people who duel Warsow regularly are people who will fucking tear you up. I can only duel against Lo and Dodson a few times before I begin to cry.

Painkiller is a fun game, dunno if theres anyone online at all for that though.
I'm not sure if there is more of a community for games like QuakeLive other than QuakeLive itself right now -- which is not saying much at all. I'm not sure how alive Warsow is anymore, and I do know that Shootmania is the newest competitive FPS at major events, but I'm not sure how well that community is doing. Plus, Shootmania is strictly like a 1v3 clan arena, so I'm not sure if that's your thing.
To be honest, I'm not sure why QuakeLive gets so much flak for being "bad" when people begged and pleaded to have Quake 3 revived when Quake 4 started to die out. It's a more balanced and polished game than Quake 3 which actually has updates, more maps, more gametypes, and an ELO ranking system. Yeah, it's not as popular as it used to be, but I don't know if you're going to find a more active community than what QuakeLive has right now. A lot of really good duelers still play, and you can always find competitive pickup games on IRC.

quakeworld and xonotic are two very good alternatives to QL but they aren't much more(if any) active than QL is. I would recommend qw over cpma though...
I think they need to make a clean Quake 5 that takes more of what Q3A great.

They tried doing that with Quake 4. They went into Quake 4 with the mindset of "Okay, Quake 2 had a great campaign, and Quake 3 had great multiplayer. Let's build ideas from what made those aspects awesome." Quake 4 was okay, but everyone hated the engine and the game just felt kind of sluggish aside from crouch sliding. The game flopped pretty hard only about three or four months after it came out, right after winter CPL.

Yeah that's true. I feel like part of the reason Q3 was so good was because the engine was really smooth, and since it's old, was somewhat lighter weight than any more recent engine could be; same thing with CS 1.6 vs Source / GO.
Although most Valve/id games still feel smooth, they are in general more clunky than their older counterparts. Maybe it's due to more engine overhead or something?

q4 sucked because it wasn't developed or published by id
it was actually not THAT bad but def not on par with the rest of the series

isn't circlejumping just when you hold W+A/D, rotate the mouse ~90 degrees and jump? cause that's there. B2R wouldn't be possible without it.

No that's strafe, I mean what's effectively HL bunnyhopping without holding down W.

you don't hold W when bhopping in HL. You're confusing me. You should youtube "quake live circlejump" because if it doesn't exist then there are a lot of very misguided tutorials out there.
