I have plateaued and all I'm doing is playing lobbies and 24/7 Harvest, rinse and repeat. I want to get better, and frankly need to get better as i want to play open next season. I play soldier/demo. What do I need to do to get better at this game?
Stop playing lobbies and 24/7 harvest and at least just add up for pugs instead
If your dm needs more work then join dm servers or mge servers and practice for a bit
if your gamesense needs more work then download some invite demos of the class you want to play or ask someone to mentor you through areas of maps you struggle in
but really stop playing lobbies because they will give you really bad habits and rot your brain

hours don't really mean much, it depends where those hours are played. justin has like 2k hours iirc, but near 100% of them are scrims and matches because he immediately started competitive
edit: OP, the best way to improve is to play ESEA. scrims and matches with a consistent team has an amazing effect on your gameplay

so as someone who has had periods of growth and stagnation over his illustrious 6 year tf2 career the biggest secret is always be learning something related to 6s
which is like the vaguest and most bullshit answer in the world sorry i'll try to explain
in 2012 I started MGEing a shitload. By mid 2013 I got to the point where I was beating open players p consistently soldier v soldier, so I joined an open team. I ended up getting creamed, and my solution was to keep playing MGE. A year later I tried open again and I wasn't doing much better. At this point, I know why. By 2013, I'd more or less learned all I could from MGE. I was still getting better at the mechanical skills and shit but I wasn't really learning about TF2 anymore. I know all there was to know about surfing rockets and gaying 1v1s, at least from a theoretical side if not in practice. Practicing more MGE was only going to teach me more about MGE at that point. At that point, I decided to start DMing as a way to practice. I learned from that and kept improving (and got tendinitis), but after a point the same thing happened. I learned the gay strats that worked in both DM and 6s, and continuing to practice DM wasn't gonna teach me about 6s.
So I guess the most succinct advice would be to pick a new gamemode or pug group or something. Play with people you've never played before, but who can teach you things you didn't already know. Don't think continuing to scrim the same teams or pug with the same guys or MGEing on the same server is going to work forever, because you'll eventually learn all they have to teach you. Make sure you're always learning about 6s when you're "practicing" and not just playing tf2 and calling it practice

for me personally actually joining a team and trying hard on it and grinding dm has done more than pugs and mge ever did being on an actual team is so much of a different experience and reignited my interest in tf2
i plateau'd in IM and i have had a hard time getting anywhere in my gameplay afterwards. :(
